Project Title: Seminar Project to Promote the Recruitment of Foreign Workers

Overview: This project aims to promote the recruitment and retention of foreign workers among companies in Ishikawa Prefecture through a series of seminars. It addresses challenges such as a lack of knowledge regarding the employment of foreign workers and adaptation to Japan’s new Employment for Skill Development Program. Approximately three seminars will be planned and conducted each year, covering topics such as recruitment best practices, successful case studies, and the latest regulatory developments. The project will support local companies in strengthening their acceptance systems and improving workplace retention environments for foreign employees.

Project Title:Research Project on Enhancing Instruction and Support Systems for Foreign Children and Students

Overview: As the number of foreign children and students continues to increase, there is an urgent need to establish a system capable of providing a consistent standard of Japanese-language education nationwide. This project aims to develop guidelines for classroom teachers and Japanese-language instructors who are working with foreign students for the first time. Key activities include organizing planning and development meetings and working groups composed of experts, creating guidelines that outline student enrollment procedures, instructional processes, and assessment methods for elementary and junior high school students, and collecting best practices through interviews with boards of education and schools.

Project Title:FY2026 Survey on the Status of Specified Nonprofit Corporations (NPOs)

Overview: The purpose of this survey is to understand the operational status of Specified Nonprofit Corporations (NPOs), including their activities and fundraising conditions, and to provide foundational data for reviewing the NPO Act and developing policies that promote a mutually supportive society. Approximately 5,670 NPOs nationwide will be selected for a survey conducted through both online and postal methods. Financial data will also be extracted from administrative records such as statements of activities and combined with survey responses for tabulation, analysis, and preparation of a final report.

Project Title:FY2026 Fieldwork Operations for the Survey on Private Nonprofit Organizations

Countries/Regions Surveyed: Japan

Overview: This official statistical survey aims to collect data on the income, expenditures, and investments of private nonprofit organizations to serve as a basis for the compilation of the System of National Accounts (SNA). The survey will target 3,000 establishments selected from private nonprofit organizations engaged in specified activities classified under the Japan Standard Industrial Classification. Data collection will be conducted through self-administered questionnaires via postal mail and online platforms. Major tasks include developing and operating the online response system, distributing and collecting survey materials, reviewing responses, conducting follow-up inquiries, and entering valid questionnaire data.

Project Title:FY2026 Research Study on Industrial Property Rights Systems: Improving Convenience in Registration Operations and Other Industrial Property Procedures, and Enhancing Related Systems and Operations

Overview: This study aims to facilitate the smooth operation of the industrial property rights system and improve user convenience by assessing the effectiveness of existing procedural measures and gathering opinions for future improvements. Activities include conducting desk research based on publicly available domestic and international literature. In addition, a questionnaire survey targeting companies and patent/trademark agent firms that have filed applications or conducted related procedures will be carried out (with at least 100 valid responses), along with domestic interviews involving at least 20 respondents. The findings will be compiled into a comprehensive report.

Project Title:Tabulation and Analysis Services for the Nationwide Survey on the Living Conditions of Homeless People

Overview: This project involves the tabulation and analysis of a nationwide survey on the living conditions of homeless individuals, conducted approximately every five years to support policy development for self-reliance assistance and related initiatives. A review committee consisting of academic experts and local government practitioners will be established to gather expert opinions and examine survey design and analytical methodologies. Survey questionnaires will be distributed to prefectural governments, and the collected data will be aggregated and analyzed nationwide to identify the living conditions and key issues faced by homeless populations.

Project Title:Partial Operation of the Copyright Piracy Consultation Service and Research Study on Copyright Infringement by Pirated Content

Overview: As the global distribution of pirated Japanese content continues to expand with digitalization, this project aims to keep anti-piracy information up to date in a timely manner. Specifically, inquiries submitted through the consultation service of the Anti-Piracy Information Portal and the results of related surveys will be organized and analyzed to identify trends and prepare analytical reports. Based on these findings, the project’s Frequently Asked Questions (FAQ) section will be updated, and responses will be provided to inquiries that do not constitute legal consultations.

Project Title:Survey Project on the Implementation Status of Animal Welfare Livestock Management Guidelines

Countries/Regions Surveyed: Japan

Overview: The purpose of this project is to assess the implementation status of animal welfare (AW) livestock management guidelines at livestock production sites across Japan and to collect baseline data for future animal welfare initiatives. Major activities include developing and operating online survey forms covering six livestock species, as well as producing and delivering a total of 6,000 paper questionnaires. The project will also involve tabulating approximately 4,000 responses collected through both paper and online methods and conducting detailed analyses, including cross-tabulation of survey results.

Project Title:FY2026 Survey Project on School Attendance and Educational Status of Foreign Children

Countries/Regions Surveyed: Japan

Overview: This project aims to collect data on the educational status of foreign children and support policy development in response to the growing number of children requiring Japanese-language instruction and concerns regarding non-attendance at school. A nationwide survey will be conducted among municipal boards of education to assess school attendance and related promotion initiatives, with results compiled and published through platforms such as e-Stat. In addition, investigations of municipalities implementing advanced support measures will be conducted to produce a collection of ten case studies, providing useful reference data for local governments seeking to strengthen school attendance support programs.

Project Title:Project to Promote Improvements in the Employment Environment for Foreign Workers under the Training and Employment Program and Technical Intern Trainees

Countries/Regions Surveyed: Japan

Overview: This project aims to address improper practices such as human rights violations and unpaid wages occurring within certain supervising organizations and related entities, while also supporting the smooth introduction of the new Training and Employment Program scheduled to take effect in FY2027. As part of awareness-raising activities, five seminars will be held. In addition, approximately 30 supervising organizations and related entities will receive expert-led support, including self-assessment assistance and consulting services regarding system operation, to encourage voluntary improvements in employment conditions. An advisory committee of experts will also be established to oversee project implementation and identify key issues.
