Getting Entry Conditions You Won’t Find in Public Sources — Straight From People on the Ground

Challenge
The client wanted to sell its building materials overseas, and needed to pin down the specifications and price levels the local market would accept, along with the conditions required to enter.
What We Did
We narrowed the scope down to the Middle East through a broad survey covering ASEAN, North America, and the EU, and organized the certification requirements for building materials (standards, testing, and registration). After designing an approach strategy for leading local companies, we made direct contact and interviewed them about market acceptance and price levels.
Result
The project surfaced entry conditions that public information alone could never reveal — including the need for a local presence and the importance of building relationships through in-person visits. The client is now considering expansion into other regions.

Food Testing Services

An Inquiry Emerged Midway Through the Research

Challenge
The client wanted to enter the Thai market with its food-testing kits and develop distributors and sales channels.
What We Did
We compared competing products’ specifications, determined which certifications were required, identified target customers (food manufacturing plants, contract testing labs, and food-service businesses), mapped out local business customs (distributor vs. direct sales), and verified the client’s competitive strengths — then approached local companies on that basis.
Result
During the research, one Thai company showed strong interest in the product and requested an online interview. The project has since moved into the distributor-selection and rollout-support phase.

One Market Study Grew Into a Training Program

Challenge
The client wanted to strengthen its product rollout in the United States by understanding competing products and technology trends.
What We Did
We conducted desk research on competing products and technology trends across the United States and verified our findings locally. Building on the initial survey results, we dug deeper into the target products and expanded the scope to include regulatory trends.
Result
The relationship expanded beyond the research department to include HR and training as well, and we delivered a cross-cultural understanding training program for staff at the client’s overseas offices. Additional regulatory research is currently under discussion.

To understand the realities of trade and logistics platforms, we supplemented a literature review with 13 local interviews — reaching beyond shippers, financial institutions, logistics providers, and information platforms to also engage with government bodies such as customs and port authorities. We handled everything from securing appointments to writing up the minutes, and delivered the final report in both Japanese and English.

The project examined whether a certain by-product could be exported as a raw material for cement. Alongside researching waste regulations, hazardous-waste classification, and import procedures, we interviewed local cement companies about their needs, purchase prices, and import conditions. We delivered meeting notes and a report that let the client judge the opportunity from both a regulatory and a market perspective.

Hearing “Why We’re Not Chosen” Straight From Consumers

To improve brand awareness and packaging, we conducted group interviews (with a pre-interview questionnaire) with 15 local consumers split into three groups. This surfaced purchase barriers such as low awareness, limited shelf presence, parallel-imported goods, and the lack of Chinese-language labeling — and we recommended tastings, recipe content, KOL partnerships, exhibitions, and expanded labeling as next steps.

From a Counterfeit-Countermeasures Inquiry to a Full Consumer Study

What began as a counterfeit-countermeasures inquiry from the client’s IP department grew into a broader relationship covering consumer research and product research for the overseas business division as well. We ran a large-scale quantitative survey in China (from questionnaire design through distribution, collection, and analysis) and conducted product and competitor research across five key countries. We take on projects of any scale, and are currently also being consulted on mystery-shopping surveys of distributors.

For a particular metal material, we listed up to 50 producers in India for each of four application areas.     To support deliberations on the management and investment of pension reserves at the Fund Management Subcommittee of the Social Security Council, this project aims to obtain detailed information on the status of alternative investments by overseas public pension funds and similar organizations. Targeting the public pension management organizations of seven countries, including the United States and Canada, it surveys and compiles, using literature and publicly available information, their “investment objectives” (such as an overview of the pension system and the basic portfolio), “investment status” (such as the allocation to alternative assets and investment results), and “management structure” (such as organization charts and selection and risk management methods).

    FY2026 Study on the “Pet Card for Emergencies”

    In preparation for situations in which single-person households and elderly people living alone can no longer care for their pets because of hospitalization or an accident, this project aims to create a standard format and an operational guide for the “Pet Card for Emergencies,” which informs those around the holder of the pet’s existence and emergency contact details. Through the collection and organization of existing domestic and international examples and legal issues, hearings with welfare and private-sector stakeholders, and an expert exchange meeting, the project organizes information and coordinates with stakeholders to promote the use of the cards and their adoption by local governments and others.

    FY2026 Trend Survey and Analysis on Foreign Filing Subsidies, and Creation of a Case-Study Introduction Page

    Target Country/Countries: Japan

    This project aims to understand how foreign filing subsidies are being used to promote overseas expansion among SMEs, and to grasp the actual state of their overseas IP activities. The main work involves conducting and analyzing a questionnaire survey of 52 subsidy-granting organizations and roughly 2,000 companies that have previously used the subsidy. We are also interviewing 12 or more companies that have successfully expanded overseas, and producing the manuscript and HTML data for a case-study page to be published on the JPO website.

We conducted a comparative analysis of legal frameworks around food donation (such as liability-exemption provisions and tax incentives), where liability falls in the event of an incident, and how food banks are operated.

    FY2026 Research Study on Industrial Property Rights Systems: Improving Convenience in Registration Operations and Other Industrial Property Procedures, and Enhancing Related Systems and Operations

    This study aims to facilitate the smooth operation of the industrial property rights system and improve user convenience by assessing the effectiveness of existing procedural measures and gathering opinions for future improvements. Activities include conducting desk research based on publicly available domestic and international literature. In addition, a questionnaire survey targeting companies and patent/trademark agent firms that have filed applications or conducted related procedures will be carried out (with at least 100 valid responses), along with domestic interviews involving at least 20 respondents. The findings will be compiled into a comprehensive report.

The objective is to consolidate insights that will contribute to future policy formulation and to provide policy recommendations. Specifically, the project entails conducting interview surveys regarding the recruitment needs and challenges of SME manufacturers in Kyushu; surveying and analyzing the research fields and related areas of universities in Vietnam and Indonesia; and executing pilot matching between these local universities and Kyushu companies while verifying the associated challenges.

    To help develop measures for strengthening community crime prevention, we surveyed and organized data on security camera installation, community watch activities, and crime occurrence by local organizations and municipalities across Tokyo. Data gathered through interviews with municipalities was visualized on maps using GIS and compiled into a report.

Across 14 countries and regions, we used literature research to capture organizational overviews, relevant laws, and consultation systems, with a particular focus on analyzing emerging topics such as dark patterns.

    To support a review of Japan’s trademark system, we surveyed the systems, operations, and case law of other countries. Focusing on three issues — protection of well-known trademarks, clarity in the designation of program-related goods and services, and trademark protection in virtual spaces — we carried out both literature research and interviews with experts and companies.

    FY2025 Support Project for Developing Measures to Promote the Proper Care and Custody of Industrial Animals and Sheltered Animals

    In response to growing interest in animal welfare and issues such as animal hoarding, this project aims to promote the proper treatment of animals. We researched and analyzed other countries’ laws and oversight systems governing slaughter methods for industrial animals, along with the secondary effects of introducing such regulations.

    Following the full implementation of the 2019 amendment to the Act on Welfare and Management of Animals, this project examines its implementation status, the current state of administration, and remaining issues. Domestically, we researched guidance given to animal-handling businesses via web sources; internationally, we reviewed primary literature on trends in animal ownership and measures for elderly owners in other countries, and conducted a comparative analysis.

    We researched the systems for importing veterinary medicinal products in Australia and New Zealand, covering the definition and classification of such products, the relevant laws and regulating ministries, regulations and future direction on import approvals and licensing, and the regulations and distribution mechanisms around manufacturing and quality control.

    Survey on Optimizing the System for Accepting Foreign Workers in the Building Cleaning Sector

    We conducted a questionnaire and interview survey of building maintenance and construction companies in Japan, and interviewed government bodies in Thailand and Mongolia about industry conditions and awareness of the Specified Skilled Worker program, then drafted guidelines for accepting foreign workers.

    Survey on the Management and Investment Organizations of Overseas Public Pensions

    To provide reference information for deliberations on the management and investment of pension reserves, we surveyed information on the organizations managing and investing overseas public pensions. We compiled details of the managing organizations and investment performance over the most recent three months across 10 target countries.

    International Comparative Survey Project on Labor Standards Inspection Administration

    Target Country/Countries: United States, United Kingdom, Germany, France, Sweden, South Korea

    We researched labor standards inspection administration in six countries through desk research, including the number of labor standards inspectors in each. We also translated MHLW’s model employment regulations into English, Chinese, Vietnamese, and Portuguese, with the work carried out under the supervision of a certified labor and social security attorney.

    Survey on Tax and Labor Matters Concerning Overseas Liaison Centers and Expatriate Staff

    For NICT’s Asia Liaison Center in Thailand and its Europe Liaison Center in France, we conducted desk research and analysis against tax treaties and local laws. This covered whether corporate registration was required, whether and how tax liability arises and is calculated, and the procedures for applying for tax exemptions.

    To conduct a survey of university-originated startups, we selected candidates under MEXT’s supervision and interviewed executives, including CEOs, at 16 startups. We examined and analyzed the challenges they face and the adequacy of existing policy measures, and put forward recommendations for future policy.

    We surveyed five overseas countries, five domestic municipalities, and five domestic companies on implementing hydrogen energy in urban development. We interviewed all five companies and examined and proposed incentive measures for Tokyo to put into practice going forward.

    To examine the business potential of urban industrial facilities, we interviewed a total of ten domestic innovation-support facility operators and tenant companies about their intentions.     To support municipalities in mapping natural-disaster monuments, we gathered and systematized survey know-how from the research field. Through expert interviews and literature review, we identified and analyzed effective survey methods, and produced concrete proposals and a guide that municipalities can use.

    FY2025 Survey on the Seismic Resilience of Water Supply Facilities

    Based on the National Resilience Mid-Term Implementation Plan and aimed at reducing the risk of large-scale water outages during disasters, we surveyed water utilities nationwide on the seismic resilience of their facilities and their measures against power outages, landslides, and flooding. We captured, tabulated, and analyzed data including seismic-resilience rates for pipelines and water-treatment facilities, and the availability of backup power.

    Survey and Guideline Development for the Short-Term Childcare Support Program

    To identify the bottlenecks that wards, cities, and service providers face in advancing short-term childcare support programs, we conducted a questionnaire and interview survey of municipalities and providers across Tokyo. We produced a guideline for municipalities to support the launch and promotion of programs such as short-stay services for families needing support.

    To strengthen Tokyo’s competitiveness in attracting MICE events, we surveyed approximately 250 international conferences held in the city between 2022 and 2024. Through questionnaires and interviews with organizers and venues, we gathered information on how host locations were selected and on attendee trends, and organized the findings as foundational material for future attraction strategies.

    Revision of the Tokyo Metropolitan Government’s Young Carers Support Manual

    Following a change in the law, this project revises the support manual so that young carers can be supported seamlessly into young adulthood. Alongside running a council of experts, we conducted a questionnaire and interview survey of wards, cities, and related bodies across Tokyo, and produced the manual based on the analysis of actual support conditions and challenges.

    This project aims to understand the operating conditions and challenges of special nursing homes for the elderly and similar facilities in Tokyo, to serve as foundational material for policy consideration. We conducted a mainly online questionnaire survey of 2,866 facilities across Tokyo covering basic information, resident and staff conditions, and management status, and carried out a multifaceted analysis.

    In light of challenges such as the declining number of aspiring legal professionals and the uneven regional distribution of lawyers, this project aims to support the development of measures to increase the number of aspirants over the medium to long term. We conducted a tracking survey of law school applicant numbers, an analysis and awareness survey on the regional distribution of lawyers, and a demand survey.

    FY2025 Survey on Analysis and Outreach to Support SMEs’ Overseas IP Activities

    We conducted a follow-up survey of around 2,200 SMEs that used the JPO’s foreign filing subsidy, along with 46 support organizations. We analyzed the actual state of business development and counterfeit damage after obtaining rights overseas, interviewed companies about their success stories, and compiled a collection of usage case studies.

    Survey on the Utilization Status of Companies Within the Prefecture

    For companies that the prefecture has supported in locating there, we conducted a “utilization status survey” to measure economic ripple and job-creation effects, and a “business-continuity survey” to check how well the businesses have taken root. We distributed and collected questionnaires by email and other means to around 420 target companies, and produced a report.

    FY2025 Commissioned Project on Ensuring the Safety of Production Materials (Survey to Examine Safety-Evaluation Methods for Using Unutilized Resources as Feed)

    Against the backdrop of rising feed prices, unutilized resources are drawing attention as a potential feed source. This project produces foundational material for examining safety-evaluation methods for their use. Through a questionnaire and on-site survey of livestock and fishery farmers and feed manufacturers, we identified resources for which there is demand and captured the actual state of associated hazard factors.

    To address the “2024 Problem” in logistics and future shortfalls in transport capacity, this survey aims to improve logistics efficiency in the agricultural, fishery, and food sectors. We selected around four leading examples each of modal shift and joint distribution in practice, and organized the innovations involved through interviews with shippers and logistics operators.

    For a demonstration project on remote sales of pharmaceuticals, we produced, under MHLW’s lead, a guideline for work based on current law and a questionnaire for evaluating the demonstration. We examined the draft guideline in a review committee and assessed its practicality through interviews with demonstration operators and physical stores.

    We conducted a survey covering 1,803 bodies including all central government ministries, prefectures, municipalities, and special wards. We surveyed and interviewed 10 building maintenance operators via questionnaire, produced a model case for comprehensive-evaluation bidding in public procurement, and revised the existing operating manual for price-escalation clauses.

    To confirm how the Building Standards Act and related laws are being implemented, we produced questionnaires, request letters, and tabulation sheets for various surveys. We collected responses from each body, sending reminders as needed when deadlines were missed, reviewed the responses in detail, followed up on any unclear points, and compiled the tabulated results into a report.

We carried out simple and cross-tabulation analysis and produced a summary and report.

    To research and analyze measures for public bathhouse business succession, we interviewed bathhouse associations and a total of 17 individual bathhouses. Accompanied by a certified SME management consultant, we analyzed measures the Tokyo Metropolitan Government could take to promote succession at bathhouses struggling to find successors, and compiled the findings into recommendations.
